Does my Killeen event need a city permit?
A Killeen event needs a special event permit when it is a public gathering, a block party or anything that uses city streets or parks. The city sorts events into four tiers by attendance, from Tier 1 for up to 100 people, 21 days ahead, to Tier 4 for over 1,000 people, 90 days ahead.
| Tier | Expected attendance | Apply at least | Street use | Insurance (per person / per occurrence) |
|---|---|---|---|---|
| Tier 1 | Up to 100 (block parties) | 21 days ahead | Limited residential closures | Not listed |
| Tier 2 | 101–500 | 30 days ahead | No road closures | $300,000 / $500,000 |
| Tier 3 | 501–1,000 | 60 days ahead | Lots, roads or intersections may close | $1M / $2M |
| Tier 4 | Over 1,000 | 90 days ahead | Lots, roads or intersections may close | $1M / $5M |
Apply through Killeen Special Event Permitting and read the Special Events Guide. If city resources are needed, costs come from the city's fee schedule and must be paid before the permit is issued. A party in your own backyard does not need this permit.
How should porta potties be arranged at an event?
Arrange event porta potties in groups of 4 to 10, close to food and drinks but at least 50 feet from serving tables. Each group gets 1 wheelchair-accessible unit on a firm, level path. Turn doors away from seating, and keep a lane open so our truck can reach every unit.
Public events also need accessible units; see ADA rules for event portable toilets.

Where do Killeen events use rental restrooms?
Killeen events use rental restrooms at the Killeen Rodeo Arena, the Special Events Center and the Civic & Conference Center on W.S. Young Drive, at Lions Club, Long Branch and Conder parks, and downtown for Celebrate Killeen and Juneteenth. Rodeo Killeen drew about 17,800 fans in May 2026.

Special Event Restrooms: common questions
Should I add units if alcohol is served?
Yes. Add 1 unit for every 4 on the chart. Drinking means more restroom trips.
Can units be cleaned during the event?
Yes, for long or multi-day events. We schedule a quick pump-and-restock at a quiet hour.
Do I need a hand wash station?
Yes, if food is served. Plan at least 1 per 10 toilets and one near each food area.
What if it storms?
Units handle rain fine. Choose a spot that does not flood, and tell us if the path turns muddy.
Can you deliver on Saturday?
Weekend delivery can be scheduled ahead when crews are available. Most weekend events get Friday delivery.
