Does a Killeen event need a special event permit?

A Killeen event needs a special event permit when it is a public gathering, a block party or any event that uses city parks, parking lots or streets. The city sorts these into four tiers by expected attendance. A private party on your own lot does not need this permit, even with a rented porta potty.

What are Killeen's four permit tiers?

Killeen's four permit tiers are based on attendance. Tier 1 covers up to 100 people, including block parties, and is due 21 days ahead. Tier 2 covers 101 to 500 people with 30 days' notice, Tier 3 covers 501 to 1,000 with 60 days, and Tier 4 covers more than 1,000 people with 90 days.

Does Killeen set a porta potty count?

Killeen's permit page and guide do not set a porta potty count, so organizers size restrooms themselves. The common method is the Portable Sanitation Association International chart: 2 units for 250 guests over 4 hours, 5 units for 500 guests, and 8 for 1,000. Add 1 per 4 when drinks are served.

What do Killeen parks require after an event?

Killeen parks require organizers to leave the space as they found it. The parks rules say no trash or other items may be left behind and the space should be returned in the condition in which it was found. Applications can take up to 10 business days to approve, so apply early.

What about fees and city services?

Killeen does not publish one flat special event fee. If an event needs city resources, such as police, barricades or staff, the city tells the applicant in advance and calculates costs from its adopted fee schedule. Those costs must be paid before the permit is issued.

A simple timeline for a Tier 3 event

For a Tier 3 event of 501 to 1,000 people, start planning at least 3 months out. File the application 60 days ahead, reserve porta potties and hand wash stations about 45 days ahead, confirm the site map 30 days out, and confirm delivery and pickup windows the week before.

  1. 90 days out: choose the site and estimate peak attendance.
  2. 60 days out: file the Tier 3 application and line up $1M / $2M insurance.
