The organizer applies to the county judge at least 45 days ahead, and the county health authority checks sanitation.
The statute directs the health authority to confirm that "minimum standards of health and sanitation prescribed by state and local laws, rules, and orders will be maintained" (Health & Safety Code Ch. 751). State rules set no more than 50 people per toilet seat (25 TAC §265.3). Inside Killeen, Harker Heights, Belton, Temple and the other cities, each city's own event permit applies instead.
